Manitoba should allow "moderate" tuition increases capped at $150 a year for university students and $125 for college students, former deputy education minister Ben Levin said today in an eagerly awaited report on tuition and accessibility.
That’s roughly a five-per-cent increase for a typical full-time student in arts and science courses.
Levin told a news conference that he’s recommending that the Doer government concentrate on getting more students into post-secondary school, and setting targets to increase participation by under-represented groups such as aboriginal students, rural, northern part-time and mature students.
Levin laid out a series of improvements in bursaries, grants to cap student debt, financial aid targetted at need, and help to get student housing and day care, that he said could cost the province up to $25 million a year.
"Manitoba could and should have more participation in post-secondary education," Levin said.
Advanced Education Minister Duane McGifford said she would consult widely before the government takes any action on Levin’s report.
The province has frozen tuition at 1999 levels, but said last year that it would lift the freeze for the 2009-2010 school year.
