The City of Winnipeg is encouraging for Winnipeggers to reduce water use after the hourly water-use rate spiked due to high temperatures.
On Monday, hourly water use in the city reached a peak of 19.5 million litres, the third-highest mark in a decade, the City of Winnipeg announced in a statement.
That’s less than the 40-million-litre record set in 1988, but still high enough for the city to encourage Winnipeggers to ensure taps are not dripping and cover pools to avoid evaporation.
The city also said it has received 53 reports of discoloured water, which can result when changes to water flows dislodge sediments in pipes. It advises residents not to use discoloured water – and to run taps for 10 minutes to eliminate the problem.

"I am excited beyond words to announce our purchase of the Atlanta Thrashers," Mark Chipman, the chairman of True North's board, said at a press conference Tuesday morning. "We received the call we've long been waiting for."
"It's nice to be back in Winnipeg after all these years," said NHL commisioner Gary Bettman. "Mark [Chipman] has been pursuing the NHL for a number of years, quietly and obviously, quite effectively.
"This venue, the MTS Centre, will be a fine, fine home for an NHL club and there is the strength of the prospective ownership group," Bettman said. "We get to be back in a place we wish we had never left in 1996."
The sale of the Atlanta Thrashers to True North Sports and Entertainment is conditional the approval of 75 per cent of the league's owners at the NHL's Board of Governors meeting in New York on June 21.
That approval will depend on the BOG's determination of fans' support for the team, officials said. As such, the organization is launching a ticket-selling drive with the goal of selling 13,000 season tickets before the board meets.
"To be candid, this isn’t going to work very well unless this building is sold out every night," Bettman said.
Specific seat selection will not occur during the initial drive. Fans will only be committing to the number of seats and the price category. Seat selection will occur after the successful completion of the drive to 13,000.
Package prices, per game, range from $39 to $129 -- a total of $1,755 to $5,805 per 45-game season.
The 13,000 figure was not imposed on the team, Chipman said, rather it's an objective jointly felt to be necessary and achievable.
No team-name announcement is expected today, and there is no telltale logo at centre ice at the MTS Centre as the arena is serving as the set for a movie about sports personality Don Cherry's life.
"NHL... welcome home. It’s great to have you back where you belong," said Manitoba Premier Greg Selinger, who echoed Bettman's remarks concerning ticket sales.
"Now it’s up to the rest of us to step up and show we can support this team."
The Winnipeg Jets, who played at the since-demolished Winnipeg Arena, joined the NHL in 1979 after seven successful years in the WHA.
Their history in the NHL was hit-and-miss and after some serious money-losing years and the desire of city and provincial governments to get out from under the losses they had agreed to cover after 1991, the team was sold in 1995 to American businessmen Richard Burke and Steven Gluckstern and moved to Phoenix in 1996.
True North has been negotiating with the Atlanta Spirit Group on the Thrashers franchise purchase since early May.
The agreement was finalized this morning, Bettman said, with key players still working on the deal on a conference call at 4:30 ET this morning.

WINNIPEG — The City of Winnipeg has sent out its second batch of property reassessment letters to Winnipeg homeowners, notifying them about the 2012 property values city assessors are thinking about assigning to their homes.
Every two years, the city reassesses the value of residential and commercial properties. It used to do this once every four years, but increased the frequency to ensure assessed values are closer in line with market values.

What is your opinion of your city tax assessment? The city conducted a preliminary reassessment of all residential properties as of April 1, 2010. On that date, residential properties in Winnipeg increased by an average of 12 to 15 per cent over the same date in 2008, city assessor Nelson Karpa said.
But not all properties increased at the same rate. The city began mailing out reassessment notices in November, when 70,000 Winnipeg homeowners received their preliminary notices.
Another 62,000 homes were notified today. The final 76,000 homeowners will be notified in February.
All homeowners will be given a chance to discuss their preliminary reassessments at meetings with city assessment staff, who have the authority to change the assessments on the spot. The next round of meetings is slated for Waverley Heights Community Club on Jan. 24-27. Walk-ins are welcome, but you may also call 311 to set up a 15-minute appointment.
The city plans to mail out final reassessment notices in June. The appeal process will begin after that, Karpa said.
But simply winding up with a higher property assessment does not mean you will pay more taxes in 2012. Generally speaking, you only pay more property taxes if your assessment exceeds the city-wide average, which also includes commercial property assessments.
The city has yet to conduct its commercial property reassessments for 2012.
The other factor influencing tax increases is city council, which could vote to increase property taxes this year and in 2012. But council has not made such a move since 1997.

Violent crime took a big jump in Winnipeg between 2008 and 2009, states the annual report of the Winnipeg Police Service.
The report, released this morning, states that crimes against people rose 14 per cent in 2009, with the biggest increase — 23 per cent — occurring in District 3, which covers the North End.
The report notes that there was a marked decrease in crimes against property across the city, 13 per cent, with the exceptions being arson (up 35 per cent), fraud (up 15 per cent) and break and enters (up 7 per cent).

Sam Katz will return to the mayor’s office for a third and final term, as he has won a decisive victory over Judy Wasylycia-Leis.
With 82 per cent of the vote in, Katz has amassed 101,277 votes compared to 78,245 for Wasylycia-Leis. He has captured 56 per cent of the popular vote.

Katz was originally elected in the 2004 civic bylection called after former mayor Glen Murray resigned to run for federal office. In 2004, Katz defeated four other high-profile candidates – Dan Vandal, Al Golden, MaryAnn Mihychuk and Garth Steek – and received 99,015 votes, which translated into 43 per cent of the mayoral vote.
In 2006, facing a less formidable trio of opponents, Katz won re-election with 104,379 votes and 62 per cent of the popular vote.
Both previous victories were relatively easy for the entepreneur-turned-politician. This year, facing an organized opponent in the form of former MP Wasylycia-Leis, Katz hired an experienced campaign manager in the form of Conservative organizer Marni Larkin, who recruited volunteers to help identify supporters and bring them to the polls on election day.
Throughout the mayoral campaign, Katz made only seven campaign announcements, down from 10 in 2006 and 30 in 2004.
His strategy was to run on his record and present himself as better positioned to deal with crime and the city’s finances than Wasylcia-Leis, whom he attempted to portray as "the civic leader of the NDP."
Katz repeatedly complained of union and NDP involvement in the mayoral race, while downplaying his own Conservative party ties.
Once he gets back to work, one of the mayor’s first tasks will be to heal the wounds of a council that may wind up being even more divided along ideological lines.

Manitoba’s annual flu vaccine campaign starts in October.
This year the flu shot is free to all Manitobans, Health Minister Theresa Oswald said Wednesday.
This fall's seasonal flu shot will immunize against the most common strains of influenza as determined by the World Health Organization. This year that will include the H1N1 strain. The vaccine is approved by Health Canada and will be provided at no charge by Manitoba Health for everyone for the 2010-11 season.
People need the flu shot every year because protection provided by the vaccine is usually for one influenza season, Oswald said. An annual flu shot also helps limit the spread of the flu.

The province also says a flu shot is important for Manitobans at increased risk of serious illness from the flu, their caregivers and close contacts. They include:
• seniors aged 65 years or older,

• health-care workers and first responders,
• individuals of Aboriginal ancestry, and
• people who are severely overweight or obese.

Contracting the flu can result in severe complications such as pneumonia, hospitalization or even death. Every year, it's estimated that between 4,000 and 8,000 Canadians, mostly seniors, die from complications relating to the flu but not the flu itself.
Influenza is usually spread from person to person by sneezing, coughing and other direct physical contact. Symptoms may include fever and chills, cough, headaches, muscle aches, runny nose, sore throat and exhaustion.
