The increases for most other drivers will be relatively small. In its proposal to the Public Utilities Board, the provincial regulator, MPI is not seeking an overall increase or decrease in revenue for basic Autopac rates for 2010-11. MPI president and CEO Marilyn McLaren said 480,000 vehicle owners will see their passenger vehicle premiums reduced by $2, which will take effect March 1, 2010. Because of staggered renewal rates, some vehicle owners will not pay the new rates until February, 2011. A continuing decline in auto thefts is the driving force keeping Autopac rates relatively stable, McLaren said. Auto theft in Manitoba has dropped 62 per cent from 2004 to 2008. The drop has saved MPI $58-million in theft claims since 2005, McLaren said. Still, a higher rate and risk of collisions for some vehicles will drive premiums up for 45 per cent of drivers, MPI's chief financial officer Don Palmer said. Twenty-four per cent can expect increases between $1 to $20, while another 18 per cent should brace for increases between $20 to $50. Most increases will affect public vehicles like taxis, commercial vehicles and utility trailers. Meanwhile, motorcyclists will see an overall increase of 4.9 per cent. People who drive mopeds and scooters will again see a 25 per cent increase. The formula MPI uses to determine rates is complex, but generally set the costs of claims received against the premiums charged for a particular rate group. If total claim costs exceed the total premiums charged, rates go up. MPI tries to avoid "cross-subsidization," meaning that private passenger vehicle owners won't pay to cover claims involving motorcycles. Last year Manitobans filed an average of 1,028 claims every working day. MPI will go before the PUB in the fall, which is expected to make its decision in December.
